You would need to contact the ranger at the visitor center for the shuttle down the stairs. BUT it is still a hike to the bridge. I think a wheelchair is possible but I would confirm that with the ranger. I did see a stroller on the path. The day I went was icy and had snow on the path. Try 540-291-1326 for the Ranger.
